There are numerous web sites which claim to assist users in receiving Turkish e-Visas in return of a service charge, recently. These websites are not endorsed by or associated with the Turkish government.
The Turkish Embassy in Dar es Salaam do not regulate or endorse individuals or businesses that offer advice or assistance with the visa/e-visa process.
